In order to monetize music on Soundcloud Go, you have to be a Premiere user. Premiere users are a level up from Pro Unlimited users. The catch is artists have to be invited to Premiere.
You can get into Soundcloud Go without a Premiere account by going through a digital distributor that has a partnership with Soundcloud like Onerpm or Routenote.
Soundcloud is paying artists a percentage of revenue based on their percentage of the total number of streams.

There are no barriers to accessing your music. Apple Music, Tidal, and Deezer all restrict access to paid subscribers. If someone isn’t a paid subscriber they can’t listen to your music outside of, maybe, a 30-second clip. Spotify allows non-subscribers to stream but they have to be a registered user and logged in. Even if they’re registered and logged in, they can only stream on Desktop. On-demand streaming isn’t available on mobile devices for Spotify users without a Premium account. With Soundcloud Go all people have to do is press the play button. They don’t need to be paid subscribers or have a Soundcloud account. As a result, it’s easier to get streams on Soundcloud and earn money.

Soundcloud only pays for streams on the Soundcloud website and app. Streams from widgets embedded on blogs and Twitter don’t count.
Soundcloud places a strong emphasis on getting users to check out new tracks. The Homepage of a Soundcloud user is a music stream containing tracks posted and reposted by users they follow. The recommendations are based on what users stream. Because users stream content from Indie and unsigned artists, the recommendations tend to lean that way. There’s no “new releases” section showcasing music from established acts. There are no playlists being pushed that feature music from established acts. Discovery is community driven which makes it easier for your music to be found.
6Mixes, Remixes, and Podcasts.
Artists, DJ’s, and Podcasters routinely find their content removed from Soundcloud for Copyright violations. Monetization seeks to remedy that by splitting revenue between all parties involved. Some artists will opt to have their music removed all-together but most will want the revenue and free promotion. There will still be takedowns but far less than there is currently.
Soundcloud Go subscribers will be able to download your music for offline listening no matter if you monetize or not. The only way to prevent is to set restrict offline listening in the permission settings or your track.

If you’re a Pro or Pro Unlimited user you still have to pay for Soundcloud Go. You’re charged a reduced rate but you still must pay.
Artists in the Premiere program can restrict tracks to 30-second previews for free users. Artists outside the program cannot, even artists monetizing through a third party.
